At least Inafune didn't have an issue with licensing. If he's tried to make a Mega Man/Rockman game, he'd have had trouble.

I think that advice is pretty redundant when it comes to Shenmue though, if I'm honest. In fact, the main thing the players would want is the truest version of Suzuki's vision, I would argue.
